Diggle in Arrow is definitely a reference to Andy Diggle. In fact, he has a brother in the show who is killed by Deadshot, and it turns out his name was Andy.
The show's full of those references. Latest one I watched referred to Ray and Jean being a couple for a while. Only DC readers are going to catch that one.
Arrow's great. He can fucking take out a room of like 20 thugs, and every time they come up with a new awesome way for him to do it.
